protein is a bigger factor, but if you are dehydrated your body has more trouble absorbing vitamins... one of which being vitamin E which attributes to hair/skin/nail health.
also water is needed to metablolize anything... protein included...
i am someone who doesn't drink a lot of water but when i drink more, my hair is shinier.

Drink water for hair growth: You need water for any cell to chemically and mechanically grow.
And for hair health: If you are dehydrated, cell reproduction slows down and what does reproduce has a reduced amount of nutrients and volume

Water/hydration is important for healthy, shiny hair and if it's healthy, it will be stronger and able to grow longer without breakage.
