technically if you are not a mandated reported you dont have to call. You can make a call and they have to send someone out to investigate, but with no proof it will be unfounded.
They may find something else to start a case on. I personally would have to call just to send someone out to show the mother people are always watching and listening. It can be an anonymous call.
