The mother HAS to know that is not normal behavior! She's a grown woman and if she doesn't see any error in her husband, sniffing his teenage daughter's underwear, then something may be wrong with her too. I hope and pray that she won't sit idle in denial and pretend all is fine whilst another pair of her underwear is being fondled, or something worse. But to answer your question, I really don't think there's an appropriate way to discuss this with her..you just have to be upfront about it not being appropriate behavior.
