The OP probably got the pictures from Google... Google Images has been doing this ridiculously stupid thing where you have to wait a few seconds (sometimes click on/off of the picture 1-2 times) before the picture becomes really clear. If you copy and paste the picture before then, it'll show up blurry.
Added: Or that second picture could be that way from bad/over-filtering... The first was obviously taken from a photo album or something.
